[gdal-dev] GDAL/OGR 1.5.4 Released

The GDAL/OGR Project Steering Committee is pleased to announce the release
of GDAL/OGR 1.5.4.  This is the latest (and likely second last) release
in the 1.5.x stable series.  It is a bug fix release, with no new features.
