I haven't looked closely, but from a quick glance, it looks like the 
GRPs in the NOAA bsb charts may define the bounding box of the charts -- 
  it's worth looking at.

If you're lucky, the color used for the collar may not be used in the 
charts anywhere but I haven't looked at that.

willing to share what they did, but it's pretty nice:
