sorry for the late answer.

Given the dimension of the RPF dataset, 366028x 466944, the overview file 
should be around 57 GB ( the total size of the overviews of factor 1/2, 1/4, 
1/8, 1/2^n .... is the size of the full resolution dataset divided by 3), 
which cannot fit into a traditionnal TIFF file because of the 4 GB 
limitation.

Support for creating external BigTIFF overview files has been added in trunk 
(GDAL 1.7.0dev). If you use a recent fwtools or osgeo4w package, you should 
benefit from it. But be prepared to wait for several hours / days !
