Motion: Chaitanya Kumar CH is granted GDAL commit permissions.

Chaitanya has provided several patches including for the BSB driver.
He has also been tracking down various other bugs.

I am also hoping to present him shortly as a candidate for the
GDAL paid maintainer role.
