Helmut,

 From the doc, the ACE tiles are just raw files. So this is the perfect 
use case for using VRT descriptions for raw files : 
http://www.gdal.org/gdal_vrttut.html#gdal_vrttut_vrt

For example, for the 30N000E.ACE file, you can create a 30N000E.VRT 
description file

This VRT file can then be used as a regular GDAL dataset.

After having created all the VRT for each tile, you can generate a 
global VRT file which is the mosaic of all tiles

I've created a section on my page http://even.rouault.free.fr/ with the 
source code to generate all the .VRT files for each tile. There's also a 
.ZIP with all the VRTs and the global VRT already generated.
