[gdal-dev] Support for SHAPEFILE to VMAP?

We have a need to generate VMAP files from ESRI shapefiles. The
most-promising utility I'm aware of is OGR/OGDI, but that appears to
perform only the opposite conversion, VMAP to SHP. Am I missing a
capability, or another resource?
