[gdal-dev] Error when using gdalwarp on WinGRASS

Greetings

I'm developing an winGRASS installer. To do so, I'm following this 
instructions 
(http://trac.osgeo.org/grass/wiki/CompileOnWindows#CreatingaWinGRASSInstaller). 
When I try to run a Python scripts that uses gdalwarp I get this error:

ERROR 4: Unable to open EPSG support file gcs.csv.
Try setting the GDAL_DATA environment variable to point to
the
directory containing EPSG csv files.
ERROR 1: Translating source or target SRS failed:

In the OSGEO4W wasn't getting this error so I believe that it has 
something to do with the installer that I created. can anyone explain me 
what am I missing?
