[gdal-dev] Gamma parameter not set in proj4 string for RSO projections

OSGeo4W has the qgis-dev package which is a nightly build of trunk.

But the sync was with PROJ and not with GDAL.  And I think that was wrong.

What's the process to update the SRS databases?  I found a README from Frank in
that it seems that geotiff is updated first,  gdal from that and from there
proj and postgis. 

Not sure what or if the metacrs project adds to the picture...
