Do you refer to the HRE files in NITF format ? They are successfully read by 
GDAL, but the samples available show a vertical flip. However GDAL 
interpretation of georeferencing contained in the file seems correct, so either 
the samples are incorrect, either there's a subtelty that GDAL doesn't 
understand...
