[gdal-dev] Kakadu Jpeg2000 driver

You didn't mention on which OS you want to build it, but I have had a look at
both makefiles, and I don't see any existing support for building as a plugin.
However, I don't foresee any obvious reason why you this would not doable,
provided that you can tweak the makefile.
