[gdal-dev] New release of french documentation of GDAL

Hello,

I have just published a new release of the French documentation of GDAL. A new 
website, a new url [1] and a new langage (restructured text) used for this 
release.

This release is more than a translation of the gdal documentation, I added 
some documentation for the Python binding of GDAL and the futur will see more 
and more new documentation. Other new chapter added is the "utilities" (which 
will be renamed soon) present some utilites not part of the GDAL utilities but 
usefule to know.

The code file of the documentation will be put in github soon in order to 
accept contribution.
