It is in the bin directory of the libgeotiff distribution:

https://svn.osgeo.org/metacrs/geotiff/trunk/libgeotiff/bin/applygeo.c

No idea why it's not documented or mentioned on the libgeotiff web page! It
writes the geo information into the TIFF without having to re-write (copy)
the TIFF itself.
