[gdal-dev] Motion to adopt the RFC 39

Ari,

Sorry for not getting more involved.  I skimmed through the patch and
all looks good.  I would like to have seen the core operations
actually defined (with APIs) in the RFC document but that is a
quibble.  Great work!
