Yes and no, this is not a "change". This is an addition. Up to now, the GTiff 
reader didn't expose EXIF. It is now reported as metadata, and in the EXIF 
metadata domain.

And to answer Reinaldo's latest comment, the JPEG driver already exposed EXIF, 
in all GDAL versions since the start of mankind, or something like this ;-)

EXIF-in-TIFF is likely not very commonly found.
