It is only *one* of the odd GML formats of NLS. There are a few much more 
complicated ones for cadastrial data. The starting point of the schmemas is
on an open server

This docements poinst to other schemas which can be accessed only thought a
secured WFS server. I guess I do not make a big crime by revealing that the
beginning of the "TYPENAME=ktjkiiwfs:PalstanTietoja" contains references to
nine more schmemas which are at least mostly on an open server again and
they look like this

I somehow feel that better than to fiddle with the standard GML driver would
be to make a special NLS driver which would support reading the topological
data first but could be extended later to support also cadastrial data from NLS.
