Joseph,

The kakadu executable is not sufficient. You need to buy a licence that will
give you the SDK necessary to build GDAL against Kakadu. If you can't afford
that, you may consider the JP2OpenJPEG driver based on the free library OpenJPEG
:  http://gdal.org/frmt_jp2openjpeg.html
