In LCC_2SP, the roles of StdP1 and StdP2 can be switched indifferently, so the 
WKT is OK.

Actually I've put the WKT in a lambert93.wkt file and tested with the false 
easting, northing and observed that the result is the central meridian, 
latitude of origin :

$ gdaltransform -s_srs lambert93.wkt -t_srs EPSG:4171
700000 6600000           
3 46.4999999999999 0

So that looks OK.

Are you sure the data is correct and/or consistant with the projection ?
