[gdal-dev] Implement Mapservers Smooth-SIA algorithm

From a very quick look, there's nothing MapServer specific in it. But as 
licences of both projects are compatible, an OGR implementation could reuse 
MapServer code if practical.

I would rather see as an option of ogr2ogr. A -smooth option that would a  -
segmentize "++".
