[gdal-dev] Motion: Commit access to David Adler

I've spoken (emailed) with David a few times over the years, and I
would be pleased to have him taking direct care of the DB2 driver, and
potentially helping on other aspects of GDAL assuming the usual
agreement to the committer guidelines.
