I believe that the developers would like if you could make a ticket to
http://trac.osgeo.org/gdal/.

Patches seem to often a title beginning as [PATCH]... and the patch itself
contains the changes parts (diff). An example:

I also feel that a new autotest case to be added to
http://trac.osgeo.org/gdal/browser/trunk/autotest/gdrivers/pcidsk.py would
be appreciated.

That way your work will have better chances to be applied to the code base.
