Carl,

From a quick testing, it seems there are tiles up to zoom level 14 included 
everywhere on the 's' layer (even on oceans). But starting with zoom level 15, 
tiles on oceans are missing.

If you use GDAL 1.11 or above, you can avoid failures on missing tiles by 
adding <ZeroBlockHttpCodes>404</ZeroBlockHttpCodes> in the XML file.
