[gdal-dev] Customizing DLL name used in gdal_i.lib

I want to have the dll generated as gdal_2_0_2.dll for gdal 2.0.2 build
and this name has to used in gdal_i.lib

So event the apps like gdalwarp.exe will look for gdal_2_0_2.dll and not
gdal200.dll
