[gdal-dev] about rotated geotransfmrm supporting of gpkg

Hi, brothers, 

	I am in a project that try to support geopackage files by using GDAL and when we were testing found GDAL don’t support rotated map. the code at:

	my question is how to support rotated map. I don’t want to rotate all raster tiles to north-up :(, this too sad.
