You could do it possibly this way :

gdalwarp your.tif your.tif.ovr -ts with_of_your_tif/2 height_of_your_tif/2 -r max
gdalwarp your.tif.ovr your.tif.ovr.ovr -ts with_of_your_tif/4 height_of_your_tif/4 -r max
etc...
