I tried using GDALBuildOverviews() but it generates a separate .ovr file and
does not include it in the MBTiles file, right?

If I'm looking at the code, it seems like it is checking that the database
isn't in read-only mode, but it never writes the actual overview/zoom layers
to the MBTiles database? What is going on there?
