Hi,

No this is not currently possible in the general case (internal overviews are 
implemented as IFD, but flagged as such and not as general purpose IFD). Would 
probably not a huge effort to implement, but in the mean time you may use GDAL 
to create individual IDF and then use tifcp/geotifcp to assemble them.
