Does anyone have any objection on removing the dynamic aspect of the WMS minidriver manager?  It seems to be patterned on the GDAL driver registry, but within the confines of WMS there are no dynamic minidriver list changes.  It also leaks resources currently when the WMS driver is unregistered.
I do have a working solution I plan to commit.
