Andrew,

No.

Some drivers have a test when the format has a limitation and will error out 
cleanly if you call Create() with too many bands. Other drivers don't have a 
clear limitation (thinking of raw formats), but if you call them with 
something crazy like INT_MAX then you might crash the process due to out of 
memory.

Driver metadata to document dimensions and band count limitations might be 
indeed useful, if someone wants to tackle that.
