GDAL .aux.xml files do no have <SourceGCPs> or <SpatialReference> elements, so it 
looks like this .aux.xml file is a USGS specific one (yikes!)
The names understood by GDAL are <GCPList> and the SRS is stored as a Projection 
attribute of <GCPList>
