[gdal-dev] GDAL/OGR 2.1.3 is released

Hi,

On behalf of the GDAL/OGR development team, I am pleased to announce the release of the 
GDAL/OGR 2.1.3 bug fix version.It contains ~46 bug fixes (including an enhancement for the 
support of the Sentinel2 "SafeCompact" L1C format) since 2.1.2.
