Interestingly, Microsoft initially removed possibility of the app-local
deployment for UniversalCRT, as per [1]
"The design is not ideal for an app-local deployment mechanism,
but support for app-local deployment was not part of the original design."
Then, crowd appealed to Microsoft strongly enough that Microsoft later
decided to allow it as an option, as per "Updated September 11, 2015" in [1]
