I can't remember. Was mostly experimental. Anyway OSRFindMatches() uses 
another approach, and gdalsrsinfo -e uses it since GDAL 2.3

It is used by the shapefile driver when the match is evaluated to be 
trustable, so you may need to upgrade to GDAL 2.3
