But not for me with a master (~1-2 weeks old) GDAL

ogr2ogr -f "ESRI Shapefile" test.shp IS2_RGT_0002_cycle4_28-Jun-2019.kml
ERROR 1: Failed to create file test.shp\RGT 2 DOY-179 28-Jun-2019 04:55:18.shp: No error
ERROR 1: Terminating translation prematurely after failed
translation of layer RGT 2 DOY-179 28-Jun-2019 04:55:18 (use -skipfailures to skip errors)

GDAL 3.1.0dev, released 2019/99/99
