ok, this is a bit a chicken and egg problem.

For autoreconf -i to produce the correct configure file, it needs the
/usr/share/aclocal/pkg.m4 file which is provided by the pkg-config file.

An alternative might be to copy this pkg.m4 file in the m4/ directory of ogdi, 
like we do in GDAL. Not sure if this is the most appropriate action though.
Anyway I don't see this as a release blocker.
