I cannot reproduce a ERROR 1: Destination buffer too small. with GDAL master. 
I suspect this might have been fixed although I've no particular recollection 
of such a fix having been done.
I did get however a 
ERROR 1: Failed to parse date '2006' evaluating OGR WHERE expression
which can be fixed by using '2006/01/01' instead of '2006'
