[gdal-dev] Gdalbuildvrt does not read *.tif

Hi,

On Windows, with GDAL 3.1.0dev, released 2019/99/99, downloaded today from gisinternals http://download.gisinternals.com/sdk/downloads/release-1911-x64-gdal-mapserver.zip the gdalbuildvrt utility does not read a list of files with "*.tif". Instead happens this

gdalbuildvrt test.vrt *.tif
0...10...20...30...40...50...60...70...80...90...100 - done.
ERROR 4: `*.tif' does not exist in the file system, and is not recognized as a supported dataset name.

Despite the 0 to 100 progress and -done messages no vrt file is written. With GDAL 2.4.1 from OSGeo4W the command works. I wonder if the failure is due to GDAL 3.1 or due to gisinternals packaging.
