In Fedora, frequently EPEL packages are made available as well:

https://src.fedoraproject.org/rpms/gdal/

However, currently it is gdal-3.0.4-5.el8 for EPEL 8.
The version for EPEL 7 isn't there because a volunteer needs to create
a compat package first (anyone?).

For Red Hat Enterprise, please contact their support.
