I hope such liberty doesn't spread too widely, unless accepted
...and followed by stream of invoices to Even.

I believe there may be/is difference between
--config CPL_DEBUG ON
vs
--config CPL_DEBUG=ON

The Wiki page does not mention the latter, does it?
