And, any related PR accepted to GDAL will eventually mean the
maintenance burden shifted to Even and the very few others.

IMO, such or any packaging initiative should live outside GDAL,
Everyone can request https://github.com/OSGeo/gdal-python-wheel and
keep the work done.
