[gdal-dev] 3.2.0 planning

Hi,

As we've decided to try a 6-month cycle for feature releases, this means 3.2.0 at 
beginning of november. 

I see the following steps:
- Oct 19th: feature freeze. Creation of a release/3.2.0 branch, master opened for 
3.3dev
- Oct 26th: cut a 3.2.0 release candidate
