[gdal-dev] Motion: Approve Even Rouault as a contracted GDAL maintainer

I’m not a member of the core group, or even a direct gdal user, so I can’t officially vote, but I am really impressed with how the core group has managed this process. And from a far distance, Even seems like a great choice.
