[gdal-dev] Retiring osgeo/gdal:alpine-ultra-small Docker image

+1 to match Howard's sentiment.

Unless someone steps up with a strong use case for why to keep it, I think
it should go.

I am curious if any of the alpine images are getting lots of use outside of
GDAL's CI testing.
