[gdal-dev] Build GDAL on windows with dependency on PROJ

Hi,

I am trying to build GDAL 3.3 on Windows. Since it depends on PROJ 6 and above, I need PROJ 6 and above on Windows. However, I couldn't find the PROJ source code with makefile for Windows. I am wondering how is PROJ built on Windows in order to build GDAL 3.3 on Windows? Your help is appreciated.
