[gdal-dev] Motion: RFC 84: Migrating build systems to CMake

Discussion on this topic has died down, and it appears there are no major objections, so I would like to put forward a motion to approve RFC 84. With a conservative timeline, the final outcome of this effort is GDAL will be CMake-only in May 2023.
