I'm not seeing this. I just did a new install of kubuntu 22.04, installed 
libjpeg8-dev and libjpeg-turbo8-dev, cloned gdal, installed python3-dev and 
some other deps as suggested by the cmake output, and it runs to completion.

If it was incompatible, I would have expected a compile failure not a link 
failure.

Do you possibly have some previous build products? 

Also, do you need to rebuild your local podofo, brunsli, openjp2 or opencad 
deps?

If none of that works, can you show the exact configuration you are trying to 
build?
