All on NetBSD 9 amd64.
I built this in pkgsrc, using autoconf (because that's how the package
is from 3.4.x). It built fine, with minor changes in installed files.
(In addition to what's in NEWS, include/gdalcachedpixelaccessor.h but
that's ok as it is not surprising.)
Tests from gdal/autotest on release/35 were successful, with only one
failure, the best result I have ever seen.

Given that nothing vanished from PLIST, I am guessing that the package
never built that, so I don't need to do anything.
After installing the updated gdal-lib and py-gdal packages, I rebuilt
qgis (becaues of the shlib bump), and starting it on a project with some
geopackage layers worked fine.
So from here it looks good.
