To celebrate the New Year, another ahead of planned schedule release 
candidate, mostly to
address another issue (https://github.com/OSGeo/gdal/pull/6959) when 
generating
multi-layer GeoPackage files, related to multi-threaded RTree building 
added in 3.6.0.

For those looking at the diff with 3.6.1, don't be surprised by the 
apparent massive amount of changes:

Whole code base C/C++ reformatting has been applied in the 3.6 branch.

The concatenatation of the 2 following diffs should give a more readable 
view of the actual changes:
