ogrtindex can index any OGR supported file including through the /vsi virtual file systems such as /vsizip/ , /vsicurl/ or combinations of those

My ideal use case is to include sozip enabled or just plain zip files.

At the moment the files are one shp per zip which makes it easy to swap out changed data.
