[gdal-dev] how do you install and configure ogr2ogr on windows with anaconda3

Maybe your environment is a bit messed up. Normally the PROJ_LIB / 
PROJ_DATA environment variable should be automatically set up.

Perhaps recreate a fresh Conda environment and install GDAL in it
