[gdal-dev] GDAL 3.7.0 release candidate available

I have prepared a GDAL/OGR 3.7.0 release candidate.

Note that the generated files for the Python bindings are no longer included
in the sources, so SWIG must be available at build time.

I'll call for a vote promoting it to next week if no serious problems 
are reported before.

The "release/3.7" branch has been created for all bug fixes related to 
3.7.x.
master is now targeting 3.8.0dev.
